Valmet to Supply Automation System for Hydrogen Fuel Cell Power Plant in Naepo New Town, South Korea
“We previously worked with Valmet on a biomass power plant project. Now, we are delighted to partner with them again on this pioneering hydrogen fuel cell project. Valmet’s extensive expertise in automation gives us confidence in achieving Naepo City’s clean energy goals,” said Changhyun Jung, Manager of Green Energy Division, Plant Business Department, Lotte Engineering & Construction.
Lotte Engineering & Construction is the EPC (Engineering, Procurement, and Construction) contractor for the project, while the end user is Naepo Green Energy Co. The project aims to transform Naepo City into a clean energy hub by supplementing the existing 500 MW LNG combined heat and power plant with electricity generated from hydrogen.

The order was booked in Valmet’s Q3/2025 orders received. The value of the order was not disclosed. Delivery is scheduled for January 2026.
Delivery Scope
The scope includes a Distributed Control System (DCS) and user interfaces. The automation system will manage and optimize the operation of 48 hydrogen fuel cells, enabling high-efficiency, low-emission electricity generation through the electrochemical reaction of hydrogen and oxygen. The system is designed to ensure operational reliability, lifecycle efficiency, and seamless integration with future energy infrastructure.
